Stakeholder opinions on emergency remote teaching activities conducted by the Ministry of National Education during the COVID-19 pandemic

The aim of this research is to identify stakeholder views on remote teaching activities carried out by the Ministry of National Education of the Republic of Turkey since 23 March 2020 during the COVID-19 pandemic. In this context, the research was carried out with administrators, students and teachers working in different branches in secondary schools affiliated with public and private institutions in Eskişehir and Manisa. The research was designed as an explanatory case study, which is one of the qualitative research methods. Criterion sampling, convenience sampling and maximum variation sampling were used in the selection of the participants. Thirty participants from five different schools took part in the research. The data were collected with semi-structured interview questions, examined with the inductive content analysis method, and expert analysis was applied to ensure credibility. When the findings of the research are examined, the stakeholders indicated that the students in rural areas could not attend the remote classes due to lack of infrastructure and equipment, their participation in the lessons gradually decreased as a result of loss of motivation in the remote teaching process, there was digital divide among the students, and the stakeholders did not find the education provided on EBA TV sufficient. On the other hand, the participants pointed out that the process had positive aspects such as being able to continue teaching with the students who could attend the lessons and using technology more effectively. Suggestions for the ministry, school administrations, teachers, parents and researchers were made at the end of the study.
