Abstract (EN)
Numerous pandemics in the past have caused the deaths of millions of people. For example, Spanish Flu, one of the biggest epidemic diseases of the 20th century, caused the deaths of approximately 50 to 140 million people. About a hundred years after this devastating pandemic, the COVID-19 pandemic, which is thought to have emerged in Wuhan, China in December 2019, once again demonstrated the need for healthcare services and the importance of health studies. Which of the countries with different health systems is more successful in managing this process is the main research question of this study. In the study conducted by examining 4 primary health system types, Private Enterprise / Free Market Type, Welfare Management Type, Inclusive / Integrative Type and Socialist Central Planning Health System Type, the selected variables of the health systems of the 29 countries most affected in the COVID-19 process and the Two-Stage Network DEA method and the health systems used by the active countries were tried to be explained. The findings obtained as a result of the efficiency analysis show that quite different results occur in classical VZA and Two-Stage Network DEA. As a result of the study, it was observed that the health systems of developed countries using different health systems or some European countries, which are exemplified as social countries, are not effective. The differences between the health systems of active countries and those of ineffective countries are discussed.
