Abstract (EN)

As a result of the Constitutional amendments made in 2017, the executive turned into a single structure and became the sole responsible of the President. As the head of direct execution, the President's regulatory action power was rearranged. In the new case, the President may issue a executive order on the matters relating to executive execution, provided that it is not against the law, and may also enact the regulations and anonymous regulatory acts as stipulated in the Constitution. In the extraordinary period, the President granted the President of the Republic of Turkey the power to issue a Statutory executive order by the President. In this study, the types of regulatory transactions granted to the President will be examined, and in the first section, the regulatory authority of the administration is discussed and the authority of the President to make regulatory transactions is evaluated in general. In the second part of the study, the presidential decrees and emergency presidential decress, which are the main regulatory actions of the President, and in the third part of the presidential decrees, the derivative regulations of the President are regulated by the Presidential Regulation and the anonymous regulatory procedures issued by the President.
