Abstract (EN)
Presidential offices are regulated by the Presidential Decree No. 1 issued under the new government system. In terms of their structural characteristics and duties, they are not easy to define and classify within the framework of classical administrative law principles. Elements such as public legal personality, administrative and financial autonomy, and personnel regime have been introduced to ensure that the duties assigned to the offices within the Presidential organization are carried out fast and effectively. Therefore, when the scope and nature of the duties of the offices and the aforementioned mechanisms are considered together, it can be concluded that the offices should be contemplated within the Presidential organization. In this context, it is understandable that the supervision over the offices is intense. It is also acknowledged legally possible that the offices are connected to the central organization through a hierarchy-like supervisory relationship and this situation can be considered as a new method of supervision or a new application of tutelage supervision.
