After public regularity is appointedand serenity is accepted, fixing up amnesty laws, in the name of societal agreement, can berequired.New State of Turk which was built after Ottoman Empire, do judgment andpunishment because of conditions? natural results. In necessary positions, State of Turklegislate amnesty laws with some causes for reaching an understanding. Best example for thisis an amnesty law which is dated 26 December 1923 and number 391.
