Lausanne Peace Treaty was international treaty that set the borders and established the Republic of Turkey. Ankara Government adopted the idea of not accepting as citizens to the newly established state who were the rebels who opposed the national unity during the period of 1919-1923, leading administrators of the Istanbul Government. Those who were betrayed during the formation of the new state so they were exiled abroad. These people took part in the side of the Istanbul Government during the armistice period, participated in the riots or cooperated with the Entente States. During the armistice period, the Ankara Government and Istanbul Government followed separate policies from each other. The Government of Istanbul, in order to prevent the resistance of the National Forces against the invasions of the Allied forces, started riots in various regions and tried to destroy the Ankara-based movement. National Forces movement fought against the rebels as well as against the Entente States. The Ankara Government won this struggle and signed the Lausanne Peace Treaty with the Entente States. The Ankara Government decided to punish the difficulties the Istanbul Government bureaucrats and rebels brought to them during the struggle, and added the issue of denying citizenship to one hundred fifty people with an additional protocol to the Lausanne Treaty. Then remove these people from the Republic of Turkey by setting discussion in parliament. In the thesis, the movement process of the state mind and the state's decision mechanisms in the process of nation-state building had been followed. The founders of the state have eliminated who could harm for newly established state. Fourteen years after the establishment of the state, the rulers of the state thought that the supporters of the old regime could no longer harm the state and removed the prohibitions on the one hundred fifty people. In this thesis, how the one hundred fifty people were determined, their expulsion from the country in 1924, their expatriate life and finally their forgiveness in 1938 were discussed by scanning the state and national library archives.
