Abstract (EN)

Change is a phenomenon of our age that cannot be blocked. In the world, which is rapidly changing and renewing itself every day in every field, organizations should also change and renew itself to keep up with that process. This situation is forcing the elements that are forming organizations, to act compatible to the changing world consistently. As a result of this a required motion has emerged, which we called Organizational Change.Internally and externally, organizations circles of continuity must accommodate these changes that occur. Both administrators and employees must be accepting of this change in order for their unlimited needs to be met. At times, these groups can become resistant to change, which can slow or hinder the change process. It is the responsibility of upper management to manage this effectively to ensure that they are engaged in the process and gain their acceptance of the change process.Public organizations experience change at a slower pace Therefore, having employees adapt to change in the public sector, experience resistance. With the use of correct management techniques, management must maintain open communication with all of its employees. This investigation is based on a public institution, Adana in Turkey Electrical Transmission co.?s employees and management?s perception of change and their reaction to change processes introduced. We have tried to determine the effects of resistance formats, those detected are globalization, technological progress, which makes it necessary; as competition intensifies. The most important causes of resistance of change is uncertainty, change in status and lack of communication. Flexibility and trust reduces the affect of resistance where as bureaucracy and hierarchy increases resistance to change. As a result, effective management of the change process by upper management will be positively received and influenced by all employees and with upper management?s ability to control change and each employee will engage in a positive contribution to that change. In this thesis several recommendations were given to the institution according to the findings that have come to light.
