Referendum democratic policy in the context of direct democracy in Turkey (A comparative analysis)

The aim of this study is to examine the situation of the direct democracy, which has recently become increasingly popular, with reference to the referendum implementations of 1987 and 2010. The main questions answered in this study are the descriptive method , the historical method and the comparison method; "That what democracy phrase", "direct democracy and referendums's why it is important", "international documents on what is happening in the democratic referendum on the principles laid down", "referendum on is how the practice in European countries" and "how's position on democratic principles light of the referenda in Turkey" It has become. As the main results, It can be said that the democracy differs according to the turn of the year, and that the democracy is important because it increases political participation, the referendum is the vehicle that provides the best participation. In addition, as the referendum criteria determined jointly on the international arena; issue integrity, opportunity equality between the parties to the referendum, press neutrality, free propaganda, fundamental rights and freedoms. It can be said that there are different applications in each country by way of the examples of the given countries. The main conclusions regarding Turkey; the referendum was adopted only in the adoption and amendment of the Constitution, the seven referendums up to now are lacking in the legislation and its applications, and most importantly the 1987 and 2010 referendums examined in detail are insufficient to implement the referendum principles explained by international organizations. There are also the most neglected issues by referendum integrity of materials that will not be put to a vote and the people with knowledge of the individual source media to broadcast unbiased policy in Turkey. However, the general, free, secrecy and equal voting principles, which are considered indispensable for the referendum It should be noted that Turkey was successful.
