Parliamentary oversight in democratic political systems and Turkey practice

Democratic political systems are based on the fact that institutions and public officials using state authority are transparent and accountable to society. In this regard, parliaments are institutions that have obtained the function of controlling and limiting those who use political power in the historical process. The idea of limiting political power developed with the theory of separation of powers and formed the liberal-constitutional state. Among state authorities, parliaments are one of the main bodies that have functions in controlling political power as bodies representing the people. In the first part of this study, the emergence and functions of parliament, the origins of the responsibility of the executive power and the concept of parliamentary oversight are examined. Also, the forms of parliamentary oversight tools in different political systems (parliamentary, semi-presidential and presidential) are analyzed. In the second part, the legal framework of parliamentary oversight in the constitutions of Ottoman Empire and Republic of Turkey and its practice are examined.
