Risks and opportunities in state rebuilding: the case of horn of Africa

Colonialism is at the core of the problems experienced in the Horn of Africa. The colonialism history of the Horn of Africa has led to the emergence of weak state-society relations and fragile state structures in the region. This situation has led to the weakening and even collapse of the institutional state structures of the countries of the region in the post-colonial period. The fact that each country in the region has different administrative mechanisms and different dynamics causes differences in the practices of state rebuilding in each country. There are steps to be taken in the state rebuilding, especially in the justice and governance, security and economy sectors. However, there are also serious challenges, risks and opportunities in the face of efforts to state rebuilding. In this context, power struggles caused by power gaps arising from the withdrawal of regional powers in post-colonial and post-conflict situations, terrorism, the military presence of non-regional actors and the militarization of the region, regional challenges, bilateral and regional crises and, most importantly, structural problems caused by the decolonization history of the countries of the region are among the highest-level risks to the restructuring of the state. However, taking into account the geostrategic location of the Horn of Africa, it will be possible to ensure security and stability in the region and to create important opportunities for the countries of the region and the region if institutional state structures are established. This thesis aims to present a cuseful perspective to comparative analysis taking into account the state-society relations in the Horn of Africa.It focuses on understanding the risks and opportunities for state rebuilding, especially in the Horn of Africa, which has become increasingly important in the twenty-first century.
