Rethinking children's rights and responsibilities in the digital age

The main purpose of this research is to make a due diligence on the rights and responsibilities of digital children based on the opportunities and risks that children face in the online environment of the digitalization process. As a data source, 256 different reports prepared in 2019 and 2020 in response to the views requested by the United Nations on children's rights in the digital environment from member states, regional organizations, United Nations Agencies and Children's Commissioners, child and adult groups, and various countries, are stakeholder institutions and organizations. analyzed by content analysis. As a result of the analysis, it has been determined that a protective approach is mainly adopted for children in the digital age, but a participatory approach is also given importance. In addition, it has been observed that there are risks and opportunities for children in digital environments. When the reports were analyzed on the basis of the said opportunities and risks, digital children's rights, digital child responsibilities and digital responsibilities for children were determined. As a result of the study, a framework has emerged regarding children's rights and responsibilities in the digital environment. It is thought that this structure should have two basic pillars. One of them is to prioritize the principle of the best interests of the child and the other is to take a dynamic approach in line with the transforming nature of digital.
