Effects of digitalization on the decision-making process of municipal police officers: the case of e-control application of Istanbul Metropolitan Municipality Municipal Police Department

The literature on the digitalization of services provided by states, e-government, focuses on the transformation of relevant services in which bureaucracy is reduced, and effectiveness, transparency, and inclusivity are increased. The thesis study has been also initiated to examine the transformation in the municipal police services by digitalization upon a specific case study. However, it was observed that the digitalization of municipal police services significantly impacts the decision-making processes of municipal police officers before the transformation of the service. Accordingly, the effect of digitalization on the decision-making processes of police officers within the scope of municipal police services has been analyzed. The Istanbul Metropolitan Municipality's Municipal Police Mobile Application, which constitutes a unique application of the digitalization of municipal police services, is chosen and the impact of the digitalization on the decision-making processes of municipal police personnel has been analyzed. As a result of this study, it has been concluded that the "e-control system" and "Municipal Police Mobile application" have a potentially positive effect in eliminating administrative and organizational barriers indicated by decision-making theories.
