EVALUATION OF SALE METHODS OF STAND NG T MBER(M.Sc.Thesis)Akgün KARAKAYAGAZI UNIVERSITYINSTITUTE OF SCIENCE AND TECHNOLOGYNovember 2006ABSTRACTThe aim of this study is to evaluate and to determine the major implementationproblems of the standing timber selling system in accord with the existingrelated regulations along with the sustainable forest management, productioncost and the products qualities.The annual industrial wood production of Turkey is approximately 8 millioncubic meters. The half of this production is used for lumber, mine and telephonepoles, pulp wood and, the other half of it is used for fiber and particle boardproductions. In general, the domestic industrial wood production does not meatthe increasing demand for wood and fiber woods in Turkey. Thus, Turkey hasbeen a wood importer country.The 99,5 % of Turkey?s forests belong to the state and thus, the most of thedomestic wood production has been made by the government, Until 1974, thegovernment has been made this forest production by the way of forest villagers.Since then, this production has been done by forest villages developmentcooperatives in accord with modification of the Article 34 of the Forest Law of6831.On the other hand, Forest General Directorate has been started to lost slowlyits monopoly and markets share on selling wood products because of loweredimport forest products custom taxes in recent years. As a result, there has beena heavy reputation on forest products market due to increasing wood productsimport with a low prices as contras to have high price of domestic woodproduction.In order to reduce the forest production cost and to the keep her market sharein hand, the selling of the standing timber forest trees system was put onapplication by the regulation numbered 5038 in 1996. This regulation has beenmodified twice to correct the implication problems in 1998 and in 2004 asregulation number of 6057 and 6350 respectively.In this study, the standing timber selling system is better for forestsustainability and product quality with the reduced production costs than theorder used system has not been accepted by the forest villages developmentcooperatives because of losing some of their benefits from this system regulationas compare to the others.
