Digital diplomacy in the context of dialogical public relations: Operation Olive Branch

The subject of our study is the digital diplomacy activities on Turkey's Operation Olive Branch conducted against terrorist elements in Afrin, Syria. Its theoretical infrastructure is primarily based on the dialogic theory of Kent and Taylor. The aim of the study is to find out whether or not the digital diplomacy actors have produced messages in accordance with the two-way and symmetrical communicative nature of the social media. At the same time, it is aimed to determine, through objective data, where the digital diplomacy actors stand with the dialogical communication equation. In this respect, during the three months long Olive Branch Operation, twitter posts of the digital diplomacy actors have been compiled and categorized, and the content analyses have been carried out in accordance with the parameters of the dialogic theory. In the conclusion part, the data have been evaluated, and some proposals have been brought forward in the light of these data.
