Abstract (EN)

Intense integration, increased interdependence and technological advances in economic, political and sociocultural fields across the world have led to radical changes in the way organizations communicate with their target audience, as in all areas of life. With changing conditions, the traditional management approach has been replaced by a governance approach in which the will is shared by all layers of society. With this new process, it has become much more important for public institutions to implement strategic communication management to ensure mutual goodwill, trust and understanding with their target audiences. As a matter of fact, institutions that fail to develop dialogic relations with their target audiences and to identify and meet the expectations and needs of the public cannot present a positive image and therefore cannot gain the support of their target audiences. Throughout history, different techniques and methods used by the governed to gain stakeholder support have been replaced by internet-based applications. In today's conditions, an internet-based communication environment enables the application of public relations disciplines that will help determine the expectations and needs of target audiences, establish positive relations with target audiences and establish dialog. n this thesis, the communication processes of Maturation Institutes, which need public relations activities to provide public support, were evaluated. Within the scope of the research, the web pages of maturation institutes, social media channels and the opinions of managers and trainees in accordance with the principle of reciprocity were analyzed on the axis of dialogic communication theory. According to the findings, it is seen that Diyarbakır and Erzurum provinces generally adhere more to traditional motifs, while other provinces modernize the tradition within the framework of certain criteria in order to keep the tradition alive and present it to the society. On the other hand, Antalya and Erzurum provinces were found to be more successful than other provinces in the context of dialogic public relations.
