Abstract (EN)

Organizations, the structure of organizations and their management styles have changed from past to present. This process, in which the human factor is effective, has made it easier for people to access information with the rapid advancement of technology and the acceleration of information flow. These developments went beyond the individualization of competition and started the process of transition to organizational competition. New approaches have been added to the concept of organization because organizations need to keep up with the new order. It is necessary to consider the ideas of the human element, which constitutes the basic structure of the organization, and to increase their performance and happiness levels in the organization they are in. Manager and managerial behaviors have a strategic role in meeting the requirements of these situations, which will increase the overall performance of the organization when done. The concept of leadership has been developing with new approaches since the end of the 20th century. The leader plays an active role in motivating and supervising the employees and in many other activities within the institution. The main element of social and economic life, which constitutes the public sector and leadership infrastructure, is human. Activities should be carried out under equal conditions in order to protect the existence of the public sector and the integrity of the state. When we evaluate the age, educational status, norms obtained from the demographic characteristics of the people that these activities will affect, and the results we encounter, it is seen that the transformational leadership perception is adopted and the people who are managers or manager candidates in the public have matured their management styles with new understandings. In the processes related to organizational commitment, employees, organizations and society as a whole are handled. Increasing the welfare of employees, autonomy of individuals, functional support and freedom of decision-making at the organizational level are important for the performance of organizations and the effectiveness of inter-organizational competitiveness. Managers undertake important responsibilities to increase the organizational commitment of employees. Institutions come to the fore with their performances due to the effects of managers with different leadership characteristics. For this reason, managers should increase the organizational commitment of the employees by exhibiting transformational leadership attitudes and behaviors. People with a high level of commitment will carry their performance to the next level and will enable the organization to reach its goals. Organizational managers need to act with this awareness and integrate their behaviors into today's fast and changing conditions.
