Abstract (EN)
Four-dimensional cadastral studies arise from the need to determine the vertical positions of infrastructure elements both below and above real estate, in addition to the demand for historical information about the property. Due to its dynamic and constantly changing nature, cadastral management is crucial for monitoring both geometric and legal changes in objects located on or beneath the property, along with their height information. Therefore, it is essential to track changes occurring on the property at different times in a real-time and continuous manner within a four-dimensional environment. The inclusion of the "time" dimension, as the fourth dimension, is necessary for systematic recording and integration of processes such as land and plot arrangements, consolidation efforts, renewal projects, into the Land Registry Information System (TAKBİS), allowing changes in cadastral data to be observed instantly in a four-dimensional context. Additionally, a relational database has been established between two, three, and four-dimensional data of cadastral information using GIS software. A UML modeling language was utilized to create a diagram for the design of a four-dimensional cadastre, followed by the development of a desktop application that aligns with the prepared diagram. This desktop application enables easy access to the four-dimensional data of any parcel. Furthermore, in anticipation of future developments, partial consideration has been given to the fifth dimension of cadastre, which could be described as the "value" element. In summary, in this study, the current state and challenges of cadastral management will be outlined, focusing on the design of a four-dimensional cadastre. Recommendations will be provided to address existing cadastral issues and enhance its content. The designated pilot region will be equipped with the fourth dimension, namely "time," in the cadastral studies.
