Frequency region in the electrical metrology is mainly divided by three ranges. According to the frequency region, frequency ranges are entitled as Low Frequency (LF), Radio Frequency (RF) and microwave (MW). Beginning from DC to 100 kHz range is called as LF, 100 KHz - 1 GHz is called as RF and 1 GHz – 100 GHz is called as MW. Despite of different classifications in the literature, this nomination is mainly based on metrological traceability chain researches. Region between LF and RF is named as LF-RF gap. In order to solve this problem several research project have been performed by national metrology institutes. Commercial devices like, RLC meter, power detectors, network analyzer, etc. can take measurements in this frequency range and demands better measurements uncertainty. Measurements taken in the LF-RF gap region are widely used in, medical analysis, medical monitoring devices, drug developments and productions, automotive, aviation, space, spectroscopic material analysis and. communication sector. Although numerous devices are avialable in the market, in order to reach accuracy limits declared by companies' confidence traceability chain has not been established. Moreover, calibration methods are company and method dependent. Besides that, international inter-comparison has not been organized. In this work, in order to characterize Agilent air dielectric four terminal pair (4TP) 16380A capacitance standards between the ranges 1 pF – 1000 pF up to 30 MHz, a new method has been developed. The method is based on determination of the residual inductance parameters of the 4TP air dielectric capacitance standards from resonance frequencies. These resonance frequencies up to 500 MHz have been calculated from impedance and admittance values derived from S parameter measurements taken by vector network analyzer. International traceability of high frequency capacitance measurements of Turkey has been established by results of this work. The Scientific And Technological Research Council of The TURKEY (TÜBİTAK) National Metrology Institute (UME) has added a new Calibration and Measurement Capabilities (CMC) into BIPM (Bureau International des Poids et Mesures) database.
