The people and governments have a variety of continuous economic relations to the international trade which has brought new dimensions nowadays, Imports from the buyer's perspective, if the seller in terms of the foreign trade as exports, connects the continents are very distant buyers and sellers on the same platform makes us face. Goods and services purchases and sales that are subject to foreign trade, payments and institutions and organizations in terms of domestic trade differs from the foreign trade problems and solutions of these problems and more complex forms a structure. Social and economic needs and the needs of growth and development has led countries to foreign markets. Foreign trade of goods and services trade between countries all briefly defined. Foreign trade transactions, import and export transactions, including transactions consist of two parts. Delivery methods used in foreign trade clearly states the responsibilities of the parties. Tradable considering various factors which parties the most appropriate mode of delivery and payment method selects. Used in foreign trade payment methods of selection; goods and in terms of industry built traditions, between buyers and sellers degree of confidence, the buyer's ability to pay, the parties inhabited countries' economic policies as so many factors depend on. Buyers and sellers provide to them due to the multiple assurances compared to other payment methods tend to use more letters of credit method. Due to the complex nature of credit in the system implementation problems are encountered in a wide variety. Purpose of this study, in general, foreign trade an important part in having delivery and payment methods mentioning the various aspects to consider and in this regard the Turkmen companies for foreign trade to give basic knowledge, foreign trade importance of education and the need to emphasize. Also I am a citizen of Turkmenistan and am planning to go there again. Through this work I gained knowledge in foreign trade issues that will benefit my country and I intend to use the trade relations between Turkey and Turkmenistan at the problem of how to improve I am standing on. As is known, Turkmenistan has a very important source of oil and gas and Turkmenistan's export revenues constitute the largest part. Turkmenistan, after the collapse of the Soviet Union gained independence on 27 October 1991 and "Turkmenbashi referred to as" Saparmurat Niyazov, has assumed the Presidency. Independence is one of the most important developments that occurred in the first year, the UN General Assembly on 12 December 1995 with a decision taken in Turkmenistan "permanent neutral country" status has been recognized. Turkmenistan's neutrality, the state is considered as one of the most important principles of the foreign policy are determined on the basis of this status. Therefore, Turkmenistan, security and military are qualified to participate in alliances, foreign military bases on the territory of the establishment or soil does not allow to be used by foreign military forces , that this would undermine the status of neutrality policies are avoided. The independence of Turkmenistan's foreign policy after the oil and gas market and for export to be taken to provide the means of transfer of natural gas and oil extraction and refining industry was founded on the development. Meanwhile, the state's economy in the 1990s, intensive intervention and state-owned companies hold an important place in the economy has negatively affected the development of the private sector. Turkmenistan government is working to improve the investment environment. Currently 50 per cent of economic activity in the country is governed by the state. Turkish firms investing in the country at this situation negatively affects. Therefore, the transition to a free market economy in very limited progress has been made. From planned economy, the transition to a free market economy, private property rights and the recognition of the creation of private law is vital. The first step in the recognition of private property Turkmenistan in 1992, "Privatization and the Law of Demonopolizastion" was not agreeing with the horse. Turkmenbashi era was more of an inward foreign policy and Soviet-era structures are preserved intact. Turkmenbashi perform large-scale economic and political reforms have been avoided. As a result, the Western states have remained reluctant to develop its relations with Turkmenistan. If the last elections in, Turkmenistan was held on 12 February 2012. Berdimuhamedov management, in Turkmenistan, many reforms have been carried out, "active neutrality" and "open doors" policy, in line with Turkmenistan's foreign relations with countries enhanced regional and international cooperation -raising initiatives have been launched. Turkmenistan in recent years has increased the competition over energy resources. Most of the countries that import oil from Turkmenistan, Russia and Ukraine, today, on the use of these resources has to contend with China and the Gulf countries. Meanwhile, Turkmenistan technological and transportation-related equipment and raw material needs of the majority are from Russia. Besides, Turkmenistan, Ukraine and China are among the countries providing technological equipment. Turkey has a leading position in the construction field, especially. America and the purchase of machinery from Belarus are scheduled for agriculture. On the other hand the government to encourage foreign investment in the energy sector, despite strict controls also continues in this area. This is also an increase in corruption and the government's transition to market economy has led to a decrease in profit. Nowadays, investment , trade, foreign trade , import and export , and further increased the importance of such concepts as the only state with a monopoly of economic development cannot take place , it is evident that the private sector should be supported . But Turkmenistan mostly small and medium -sized enterprises while supporting large-scale enterprises are reluctant to support. Turkmenistan is a risk factor for this may seem like an effective and robust financial control system that can be solved with the creation of an institutional structure is a controversial issue. This situation in viii Turkmenistan failure in the field of economy and foreign trade reveals. With the work I have done at least partly in foreign trade, with an emphasis on what education is needed so take a step, albeit small, to contribute to the aim of the study, In addition to this, Turkmenistan, Uzbekistan in Central Asia is the second most important producer of cotton. Turkmenistan produces the best quality cotton in the world. It is the fourteenth in the world is the biggest producer of cotton. Economic structure, natural gas, petroleum products, cotton and textile industry, food and light industry have been shaped over. It has the fourth-largest gas reserves. In the first part consists of four sections an introduction to the work done and thorough understanding of the subject in terms of the important aspects of foreign trade, foreign trade and the export and import concepts will be emphasized. In the second part of the mentioning of delivery in foreign trade, importers and exporters will be given to the responsibilities. In the third part payment in foreign trade will be transferred in the manner and responsibilities of the parties, exporter and importer of the advantages and disadvantages of the payment terms will be explained.
