Abstract (EN)

At the beginning, while trade was dominated by the barter economy which has existed since ancient times and is one of the most basic phenomena, it took its present form by developing and changing in trade in the globalising and changing world. In addition to the great benefits that external trade provides to the economy of the countries, there are also negative effects. In this context, countries implement external trade policies in accordance with the economic system they have adopted within the framework of historical conditions and in accordance with the world conjecture. Countries apply two basic methods in their international trade relations as free trade policy and protectionist trade policy. According to current conjecture in the world, protectionist and liberalist policies, which date back to as old as the existence of international trade have followed a course in which protectionist policies have applied as priority time to time; on the other hand, liberal policies have applied as priority time to time. Along with the changes and development in the world, these policies have come to the present day by changing and developing. It is observed that while protectionist politics are dominant in economic expansion period. Our study is based on periodically specify and comparing the liberal and protectionist policies that dominate world trade and Turkish foreign trade form in the past and present.
