Examining the regional status of the H&s system trough the perspective of the contractor and common health and safety units in the construction sector in Düzce, Sakarya and Bolu provinces within the law no 6331

Since prehistoric times, human life has been valuable and efforts has been made to protect human life. Over time, humanity has harmed each other through both wars and selfishness. Thus, enslavement of the people has occured. While trying to remove slavery from the modern world, this time people showed a similar attitude towards workers with industrialization. The employers did not consider and value the rights and responsibilities of the employees they employ, considering only their own benefits. Over time, this situation has firstly led to the formation of occupational health and safety concept, and then the creation of various laws about occupational health and safety in order to protect employees. These laws are developed for a long time and took their present form. The way the laws have come to these days has shown us that no law will be perfect, even if it seems like completed and perfect today, its deficiencies will emerge over time. For this reason, applications of the Occupational Health and Safety Law (No. 6331), which is currently being implemented in Turkey, has been examined in order to find the subjects where the law needs to be developed. Surveys made in this study are divided to 5 groups as Joint Health and Safety Unit companies, Joint Health and Safety Unit employees, Contractor companies, construction site workers and engineers which are located in Düzce, Bolu and Sakarya regions. In this way, it is intended to see the effects of the law on the working level while the situation of the region is being determined. The study showed that the Occupational Health and Safety Law No. 6331 is not fully implemented in the companies of this region. In particular, employers who are able to flee from statutory controls and legal penalties easily, ignore many articles of the law. When this is the case, it is not possible to talk about improving the law. First of all, employers should adopt the law and implement it seamlessly. Because as long as the law is not implemented, the perfection of it will mean nothing.
