Abstract (EN)
The needs of humanity exist in every age, and these needs increase as changes and developments occur in social life over time. In order to meet these needs and survive in better conditions, humanity has been in the leaning to move from one place to another since its existence and by nature. The reasons for this change have been and are diverse. These reasons are generally triggered by the effects arising from the necessities brought about by needs, far from arbitrariness. Economic, social, political and societal reasons may be among the leading ones. These displacements start with the individual within the family and extend to families, groups and masses. Mass relocations, often in large numbers, are forced, unplanned and even sudden. All kinds of these relocations performed by people are included in the definition of migration in general. In this study, migration that is registered, controlled and in accordance with the norms between and within countries will be exempted. However, this phenomenon, which occurs outside the regulatory norms of the sending- transit-receiving countries, which is unregistered, undocumented, uncontrolled, sometimes forced and illegal, and which is called irregular migration, and the phenomenon and management of migration to the extent that it will contribute to the effort to manage it and facilitate its understanding, should be included as much as necessary. Our study aims to contribute to the literature in the field of irregular migration and its management, which has a negative impact on today's world at least as much as international terrorism and is increasingly occupying a place on the world agenda. For this reason, the relationship between the definition and theories of migration and irregular migration has been examined, the irregular migration management of the countries that face irregular migration the most from Europe and the USA has been scrutinized, and an evaluation has been made by trying to analyze how the current irregular migration management in our country is carried out. At the end of the study, comments and suggestions on irregular migration management in Turkey are presented. According to the findings, it is concluded that a structure covering the management of irregular migration should be established specifically for Turkey. In the study, it is stated that when Turkey refers to the "migration problem", it actually means "irregular migration problem" to a large extent. Accordingly, the ideas of establishing a Presidential Migration Policies Board, establishing structures that will work under this board within the ministries working on migration, and establishing a supervision/control committee that can control and feedback all these organizations at all levels were discussed and put forward. In addition, some thoughts and suggestions that support this model and are considered to support irregular migration management are also presented. Updating the laws and legislation regarding irregular migration management has been explained with a concrete example, and the necessity of an integrated border management structure has been revealed. In addition to all these efforts, the idea that it is important for Turkey to clearly explain and announce to the world public the fact that the main and biggest reason for irregular migration is the exploitation of the resources of the underdeveloped/undeveloped states in the African and Asian continents by the imperialist western states. Key Words: Migration, Irregular Migration, Irregular Migration Management.
