National educational policies concerning the education of adminastrators in educational institutions and the aplications of these policies

This research aims to investigate the policies of the National Education Ministry and their application concerning the administrators working in educational institutions. It also aims to learn the ideas of these administrators about these policies. This research has been carried out in 2007-2008 spring education term by means of the questionnaire model with the 100 administrators working in 65 schools, in Anatolian part of Istanbul.In this research, the questions of why and how the school administrators have been appointed, the sufficiency of the administrators and the role of the education in administration, the deficiencies and the benefits of in-service training and the necessities of the modern era about educational administrator have been asked. The statute and the opportunities provided by being administrator have been searched. As a result of this research, it can be concluded that the policies of the national education in Turkey are not state policy; on the contrary they are party policies which differ from government to government. Moreover, it can be inferred from this research that the educational administration must be accepted as a profession and ?the national education academy? must be established in order to reach this aim. In the former period, while the appointments of the administrators were with the examination, after the regulation of 24th April of 2008 the policy of administrator appointment has been changed and the examination has been canceled. As a result of this practice, it can be concluded that the administrators will be appointed according to political desire of the government.
