Assignment policy of educational administrators: Facts and perceptions

Turkey Ministry of National Education has repealed the criterion of assigning school administrators several times in last 10 years. Even the searchers of the field and school administrator who are on duty face difficulties to follow the implementations and updates. The main duty of schools is to bring up qualified individuals whom the community and country needs in priority. Changing the regulations for assigning school administrators, in such short times, is a case to be studied due to above mentioned reasons. Therefore such a study is needed to be done to learn the opinions of school administrators regarding the situation. Experiencing such an unsteady situation has affected many shareholders, particularly the education system. The first part of this study focused on the regulations published by the authorities especially on October 6, 2015 and before to examine the situation in detail. In the second part a mixed-type (both quantitative and qualitative) un-experimental survey has been conducted, and the findings have been interpreted to reflect how these changes and applications perceived by the school administrators. According to the obtained results; most of the school administrators think that the present applications for assigning school administrators does not prevail qualified individuals to leading positions. Administrator applicants consider the oral evaluation process as nepotism, on the other hand written exams are found as reliable and tustworthy in general.
