Abstract (EN)

The environment, which is one of the most important common values of humanity from the past to the present, has gained importance and has become a current issue because of the problems that cannot be ignored especially after the Industrial Revolution. In the second half of the twentieth century, environmental problems were brought to international levels and many initiatives were taken towards the environment. In 1987, the concept of sustainable development in the UN Brundtland Report gained importance and spread to many areas with the 1992 Rio Conference. In this context, many sustainable development models have emerged. The concept of Eco-municipality is one of these sustainable models. There are many advantages to the implementation of sustainable development policies by local governments. Therefore, the Eco-municipality approach is an important model in terms of sustainable development. At the same time, it has an understanding of governance because of the democratic structure and the existence of a collaborative spirit. Even though municipalities in Turkey have done a lot of work on the environment, it is not possible to mention the existence of an eco-municipality, literally. The aim of this thesis is to introduce the Eco-municipality model and find answers to the question of can it be applied to Eco-municipality model in accordance with the law of Municipality and Metropolitan Municipality in Turkey.
