This influencing power is not limited with the individuals. It is an importantimpact that could also affect and direct all constitutions including social groups,institutions and even the government. Television, as stated in media concept, is acceptedas one of the most effective communication factors on people.Television differs from the other communication implements because of theimpact and speed of the messages presented to the society. Especially, the effectivepresentation of the news contents by visual and auditory effects, music, lights, decorationsand scrolls makes television superior than the other mass media implements. Thesesignificant characteristics make television more effective on the individual and the society.Consequently, television plays an important role in agenda -setting process. As a result ofits role, national channels generally set their agenda according to the national topics. So, itis thought that local televisions set their local agenda concerning with local topics.On the basis of agenda -setting process of the national and local televisions,there is mostly the information factor. Television by using its privileged characteristicsstated above and without touching to the objective dimension in the news adorns themessage like the adorning of a bride and so makes the message more effective. As a resultof that effect, it is accepted by the researchers that television sets the agenda of thesociety. This study specially detects the role of local channels in setting the agenda of citypeople. The agenda setting role of Channel E and Channel 23, broadcasting in Elazığ, isutilized in the terms of media setting theory.Key words: Media, local media, television, agenda setting
