Abstract (EN)
After gaining independence in 1919, Afghanistan, under the leadership of Emanullah Khan, embarked on a series of fundamental reforms aimed at building a modern and national state. These reform efforts were inspired by the modernization ideals of the era and the principles of the rule of law. Emanullah Khan's main goal was to eliminate traditional power structures and establish a centralized and contemporary system of governance. In this context, the Constitution was adopted in 1923, clearly defining the authorities and responsibilities of the legislative, executive, and judicial branches. The state's administrative structure was reorganized, and the creation of ministries helped to systematize the bureaucracy according to modern standards. Alongside institutional restructuring, the military, tax system, and local administrations were also reformed. Tribal powers were reduced in favor of strengthening central authority throughout the country; instead of traditional local leaders, governors loyal to the central government were appointed. However, the broad and rapid implementation of these reforms, which clashed with the traditional structure of Afghan society, sparked strong reactions from many segments of the population. These oppositions hindered the progress of reform and ultimately led to Emanullah Khan's abdication. The failure of these reforms demonstrated that modernization efforts in Afghanistan require alignment with social realities and broader public acceptance — a lesson that continued to influence the country's modernization attempts in later periods.
