Disciplinary responsibility of police personnel

The basic criterion that ensures the peaceful and coexistence of the society is the provision of public order in the society. The police force is an important institution that ensures the provision of public order as a public service in our country, which has existed for centuries. Due to this importance, it differs from other public personnel. This organization, which ensures the order of the society, must of course act with an order within itself. The effective and efficient execution of the public service is only possible if the service providers are selected on the basis of merit and the public officials act within certain rules. The aim of our study is to examine the disciplinary provisions applied to the police personnel and to determine the problems that exist in practice in the light of judicial decisions. In our study, first of all, the place of the security personnel in Turkish public law is stated, the necessity of the disciplinary legislation and its historical process are given, then the disciplinary punishments and crimes are examined and the subject is detailed by examining the decisions of the Council of State and administrative court.
