Abstract (EN)

The planning studies oriented towards the future of electricity power,which has a critic importance in our country's economy and development,present great importance. The objective of the planning is to expose theoptimum system composition that will be enough for country demand ofelectiricity power with minimum cost and timing of different productioncomponents included in this composition. Only the dimension of cost islooked after with the reason of limited financial source for the studies and toreduce the cost of electricity power production is aimed. The main inputs ofthe model are decisive factors for the power station type and projectselection.The consumption of electricity energy is one of the important indicationof economic progress an social prosperity. The production and/orconsumption of electricity energy for each person presents very greatimportance for it reflects the living standards in related country.The permission given to the private sector according to the articles ofthe Act number 3096 to produce electricity energy constitutes the legal basefor the energy projects realised with the model of Build-Operate- Transfer. Inthe frame of BOT Model, private sector builds the energy productionestablishment and operates it for a definite time and at the end of thecontract turn over the facilities to the state in complete and working situationwithout charge.The most important problem in building power stations fordeveloping countries comes from the finance. In our country the model thatcame to the agenda in 1984 with the Act number 3096 to solve this problemis the Model of "BUILD OPERATE TRANSFER." In this model all of theindespensable expenditures and providing finance are included in theresponsibility of builder founding.
