Abstract (EN)
The developments in the field of communication technologies cause a radical transformation within the frame of the economic paradigm and consequently there is a change in the concrete structure of the society. Technological improvements have been contributing the production, distribution and process of the information opens the lock of the economical and social transformations. Implementation of the information and communication technologies to economical processes, economic growth and production capacity has been increased; there are new fields for employment and some social fields like education and health systems has transformed. The Information Society became the goal of each economics as a result of what facilities the information and communication technologies present. The share of increase in the use of generic technologies for the establishment of the Information Society cannot be ignored. On the other hand, there is no doubt that the telecommunication technology that is the lever to communicate and distribute the technologies has a great significance. Therefore, the establishment of the telecommunication infrastructure is the first step towards the Information Society. The telecommunication sector is the lever for the beginning in Turkey whose potentials are suitable to be the Information Society. The facilities of Turkey in this area are more than what it has in the other segments of ICT. The privatization and regulation discussions within the frame of the telecommunication sector have been supporting the opinion. The telecommunication sector is more important than the other segments of CIT, software and hardware markets, since it is the infrastructure of the Information Society. As a result, since the failure of the telecommunication sector will cause the failure of the infrastructure of the Information Society, there must be more and more careful on it. The study, in this context, focuses on the effects of the information and communication Technologies in general and chosen countries. The telecommunication sector, as the infrastructure of the Information Society, is deliberately considered. Key Words 1. Informations 2. Communications 3. Information Society 4. Technology 5.
