Abstract (EN)

There are various problems in providing public services for disabled individuals and applicability of these services in social area. Both of central and local administrations have run public services which not aiming participation of disabled individuals to social life. However, it is essential to execute public services effectively for disabled individuals today. In other words, it is necessary to create an atmosphere that enables disabled individuals to benefit equally from technical training, health, social security and politics rights, and to access easily to all services in social life just like other people. Considering the legal regulations regarding disabled individuals in recent years, it is seen that various legal liabilities have been imposed to public administrations so as to provide equality of opportunity in Turkey. Despite of various legal regulations, the fact that disabled individuals still suffer from problems shows that these problems do not only stem from legal deficiencies. For this reason, determined application of public policy regulations for disabled individuals in social life is of vital importance for efficiency of these policies. In order to measure the level of pleasure of disabled persons living in Zonguldak for services submitted by municipalities, a research made on May- July 2019 has taken place in this study.
