A content analysis on the education councils of the Early Republican Period

The study aims to analyze the education councils (First Education Council, Second Education Council, Third Education Council and Fourth Education Council) convened in the Early Republic Period (1923-1950) and to determine the issues and concepts emphasized in the said process. While doing this, formal education levels and the field of teacher training directly linked to these levels created the main categories in the analysis process. The analysis was made by determining the topics and concepts emphasized in these areas in the councils. The study is based on qualitative research method. Within the framework of the historical research model, the data collection method was determined as document review. The data obtained through document review was subjected to content analysis. As a result of the research, it was determined that the councils carried out studies in terms of higher education, secondary education and primary education levels. At the same time, it has been observed that the issue of teacher training is one of the most discussed topics in the councils.
