Establishing a multi-criteria decision-making supporting tool for reconstruction projects of public buildings in Iraq

Multi-criteria decision-making (MCDM) is a decision-making approach specifically designed to handle situations where multiple objectives need to be considered. These objectives may support to each other or also create conflicts. This thesis presents a comprehensive investigation into the domain of post-Crisis reconstruction decision-making, focusing on the application of MCDM techniques to enhance the efficacy of choosing intervention strategies for damaged public buildings. Focusing on Iraq's unique circumstances, this study contributes to comprehension of how MCDM methods can be incorporated into reconstruction initiatives. It accomplishes this by designing an MCDM support tool, tailored to the Iraqi context, which aids in making informed decisions that consider a wide array of criteria. The study commences with an exploration of existing literature, identifying gaps and areas where MCDM provide innovative solutions to the challenges faced in post-conflict environments. A case study of a damaged hospital in Iraq serves as the backdrop for testing the tool's effectiveness. As the outcomes of the case study, expert insights underscore the transformative impact of the MCDM Support tool compared to traditional methods. The chosen intervention aligns with project goals and receives support from technical reports and expert expectations, emphasizing the tool's role in fostering clear objectives for efficient decision-making in reconstruction projects. At the end of the study, recommendations for further enhancement of the tool's accuracy, scalability, and stakeholder involvement are also discussed.
