This research study was carried out to analyze the 2006 English LanguageTeaching Program of Key Stage I (4th and 5th graders) in primary state schools interms of its general characteristics, aims/outcomes and content in the light ofEnglish language teachers? opinions under the heading of ?An Evaluation ofEnglish Language Teaching Program at Key Stage I and the Opinions of TeachersRegarding the Program?.This study was implemented in the Beyoğlu district of İstanbul city to thepracticing English language teachers working at 4th and 5th grades primary stateschools through the `Teachers? Opinions Questionaire?, which is designed by theresearcher that intends to obtain participants? opinions on the generalcharacteristics, aims/outcomes and content of the new (2006) English LanguageTeaching Program.The data gathered by using ?Teachers? Opinions Questionnaire? wereanalyzed by using Statistical Package for Social Sciences; SPSS.15. T-test and onewayanalysis of variance (ANOVA) were used to analyze the SPSS inputs.Frequency analysis and percentage of the items were calculated and put into tables.The analysis of the data revealed that although the participant Englishlanguage teachers have moderately positive opinions on the general characteristics,aims/outcomes, and content of the new program, they still believe that there areinefficient points of the new Key Stage I English language teaching program thatneed to be revised and redeveloped.This study concludes that general characteristics, aims/outcomes, andcontent parts of the new Key Stage I English language teaching program areinefficient in some aspects. Therefore, it suggests that program developers shouldengage teachers in feedback sessions related to the general characteristics of thenew program in order to provide necessary information on the lacking andineffective parts of it. It also recommends that aims/outcomes of the new programare to be revised again, more emotional and psychomotor aims/outcomes are to beincluded in and the content is to be renovated by adding more communicative andcreative aspects.In conclusion, this study sheds light on the efficient and lacking parts of thenew Key Stage I (4th and 5th grades) English language teaching program currentlybeing implemented in primary state schools by considering the practicing Englishlanguage teachers opinions.
