One of the most used building materials is concrete in today's construction technology. Especially in our country, it has a very common usage area in the construction area. Due to the non-homogeneous form of concrete, it is very difficult to control its strength and quality in place. For this reason, non-destructive methods have been developed in order to control the mechanical properties of concrete. However, these methods are misleading as well as usable. In order to reduce these misleading results, it is necessary to support them with destructive and near-realistic methods, thus enhancing the authenticity of non-destructive methods. In building standards and literature, the calculation methods of elastic modulus of concrete usually include normal strength concrete mixtures. In this thesis, the results of the researches about the compressive strength and elastic modulus of Normal Compacting Concrete (NB) and Self - Compacting Concretes (SCC) with different fiber ratios are given. In this study, experiments were carried out on a total of 32 specimens, 15 specimens of NC and 17 specimens of SCC with a volume ratio of 0.5% and 1% fiber, and the Dynamic (Ed) and Static Elastic (Ec) Modules of these specimens were determined. The results are compared with those related to the relevant standards of different countries. The best relationship between the results was seen by the CEB-FIB 90 (Switzerland) standard. The obtained results show that the static modulus of elasticity can be determined using Ultrasonic Pulse Velocity Tester in situations where it cannot be determined by the core sample and the dynamic modulus of elasticity determined by the Ultrasonic Pulse Velocity Tester can be used as a static modulus of elasticity with an acceptable accuracy in the structural analysis calculations.
