Cihat Baban (1911-1984): A journalist and a politician

Abstract (EN)

Cihat Baban (1911-1984) was a member of the small group of Turkish elites who played a crucial role from the 1940s to the 1980s. The political climate in which Baban lived was a unique one that heralded a nation-state building, a rigid power struggle and a successful shift to multi-party politics. As a journalist and a newspaper owner in the 1940s, his critical stance was consolidated in politics, as he was elected an MP for two terms from the opposition party, Democrat Party. Yet, his controversial position could be witnessed in several occasions: The construction of the Kemalist ideology as a student, experiencing the hardships of World War II in eastern Anatolia as a journalist, taking part and breaking up from the DP in the 1950s and contributing to the formation of a new party, the Freedom Party. His assignment in 1960 and 1980 Constitutional Assemblies after military interventions also confirms this in two ways: He was neither an ardent opponent to the Kemalist principles nor the Republican People's Party, but he had an idealism to reach a functional democracy despite his collaboration with the military. I aim to examine the interplay between political history and his biography in line with the changing understanding of democracy in Turkey. Cihat Baban (1911-1984), était membre d'un petit groupe formé des élites turcs qui jouèrent un rôle important dès les années 1940 jusqu'aux années 1980. Le climat politique dans lequel Baban vécut portait un trait unique annonçant une construction d'État-Nation, un conflit de pouvoir rigide et aussi une transition réussie envers le multipartisme. Étant journaliste et propriétaire d'un journal aux années 1940, sa position comme critique fut consolidée dans le politique, étant élu député pour deux mandats du parti politique d'opposition: le Parti démocrate (PD). D'autre part, sa position discutable pourrait bien être témoignée à certaines occasions : La construction de l'idéologie kémaliste quand il était étudiant, l'expérience personnelle achevée liée aux duretés de la Seconde Guerre Mondiale comme un journaliste en Anatolie orientale, adhérant au et puis se séparant du PD aux années 1950 afin de contribuer à la fondation du Parti de la liberté (PL). Son affection aux Assemblées Constitutionnelles à la fois en 1960 et 1980 par la suite des coups d'État prouve cela à deux sens : Il n'était un opposant fervent ni des principes kémalistes ni du Parti Républicain du Peuple (PPR) mais il possédait un idéalisme qui portait le but d'atteindre à une démocratie fonctionnelle malgré sa collaboration avec le Haut Commandement militaire. Mon but personnel c'est d'examiner l'interaction entre l'histoire politique et la biographie de Baban conformément à la compréhension changeable de la démocratie en Turquie.
