Özet (EN)

The Republic of Turkey, like other countries has been affected by global progress and changes from the beginning of its institution until these days. The fateful condition which the Ottoman Empire was in during its last periods both from economical and political aspect had limited the political man oeuvres of the Republic of Turkey for a long time. The government of Ankara had cooperated with great countries while adoptinhtenotion of being integrated to western institutions as the main instrument to eliminate threat against its unity and territorial integrity of the state.The aim of Turkey?s foreign policy has been to become the regional power. However Turkish governments have not been able to reach their goals completely as a result of Western countries? ?starting with USA- politics that restrict Turkey?s foreign policies. Hence Turkey has had a foreign policy which was once labeled as ?western oriented?. Yet in 2002, right after the establishment of the AK Party government, many essential alterations in Turkish foreign policies have been experienced thus it has became possible to reconstructthe image of Turkey in worldly basis. Especially acemidemist origined Ahmet Davutoğu?s affluence in the ministry of foreign affaires has brought an systematic characteristics into these alterations.With Davutoğlu?s foreign politics, Turkey?s voice has become better articulated regarding to periods of former governments. Needless to say the only reason of Turkey?s this new image is not only a result of Davutoğlu?s politics but also of various other elements. In the post 9/11 period, within the scope of collaboration against terrorism among the world, the increasing need of western countries for the Muslim Turkey can be counted as an advantage for the AK Party government. Turkey has an strategic importance for solutions of problems of Middle East and Central Asia countries that are close to Turkey both culturally and geographically as well as the interaction of the region with the western world.Active politics has been aimed for the foreign policies reconstructed by AK Party. Therefore new progresses are now being run with Southern Caucasus and more specifically with Georgia, the main subject of this thesis. The relations between Turkey and the government of Tbilisi that had been once performed through the Soviet Union until 1991 had been developed following Georgia?s declaration of interdepence. However as a result of Turkey?s limited feasiblity, those relations could not become as tight as intended. With the amelioration of conditions during the AK Party?s government, Turkey then has become able to perform proactive political practices within its new perception of foreign policies while Sothern Caucasus and Georgia within, are holding and extremely important position for Turkey?s interests in close regional politics.Also for Georgia, the maintenance of its independence, the development of the country ad its integration with the West seems only seems possible by decentrelations with Turkey. Turkey on the other hand, in the terms of political and economical interests, searching ways for developing its dialogue with the Georgian government. Even though Turkey has been able to increase the existing relations with Georgia, it can be said that they are stil far from the targeted level. At this very point, the decision makers od Turkish foreign policies should search new methods having regard to the afore said alterations than sustaining the conventional concepts of foreign policies.
