Abstract (EN)
In this study, it has been given information about voiced library web sites for visually impared people which were provided for usage at domestic and foreign countries, and it has been designed a voiced library web site for completing exist voiced library web sites which in service. A Windows application which can be use web service inside of web site body has been developped for transferring books which narrated by volunteer readers into web site folders and proceeding related records into database. It has been tested developed web site which related with handicapped, volunteer and manager members interface by volunteer participants and it has been provided findings which obtained from test results.
