Abstract (EN)
Visually handicapped people compose an important part of the population of Turkey as well as it?s the same case all over the world. Visually handicapped people face every day a lot of difficulties caused by their own handicaps and the prejudice of people. These individuals are a part of the society, and they?ve got to be trained to minimize their difficulties. The main problem of sight- disabled persons is the insufficiency of the Braille books, and the difficulties they are faced with while acquiring these books. Training individuals in reading books written with the Braille alphabet, multiplying written records, and continue their training independently is aimed with this study. In this study properties of Braille coding was highlighted, and an interface was prepared and applied for converting Braille texts into Turkish texts. The computer recognized Braille characters with a rate of 86 %. It?s proven with this study that, visually handicapped people can facilitate their lives by using the technology in development. A different approach was presented in converting Braille into Turkish.
