Özet (EN)

In GSM, time division multiple access technique the number of active subscribers should be restricted. Increasing the subscribers cause to increase the frequency in the air which degrade the speech quality and other system quality figures. Because of this all frequencies of all cells? in a base station must be selected carefully. Since the number of frequencies is low with respect to the demand frequency reuse is very high in city center so that it is impossible to assign frequencies manually. In this research, automatic frequency planning algorithms are tried by using inter-cell dependency. In fact the cell environment, traffic of the cell and the relationship in between the neighbor cells are considered while assigning clear one. The inter cell dependency value is determined from real network not through on estimation algorithm. Also by using adaptive thresholding method, the efficiency of the proposed algorithm is improved significantly. Live network inter cell dependency measurements and the iterative algorithm that uses adaptive thresholding method are the main contributions and constitute the novelty of this work. The resulted frequency plan tested in Yozgat city center?s cells and network performances are examined. Main key performance indicators such as call setup success rate, retainability and integrity values are successfully increased.
