Özet (EN)

Today the most important objective of nations is to increase its development level and to minimize the development disperities among regions. Lots of tools can be used to rapid and continuous development of less developed areas. According to human capital theory, among these tools the most effective one is to investments in qualified manpower of these regions. This study emphasizes that one of the most important factors in the development of the Southeastern Anatolia Region is the training of qualified manpower. Endogenous growth models states that human capital is the driving force of growth. Education and health are among the basic components of human capital. One of the fundamental differences between developed and less developed countries is investments in human capital stock and consequently differences in the amount of qualified manpower. Developed countries are planning the educational process in a way so that it will contribute to the quality of human quality. Investments in education and health, is seen as extremely important for the Southeastern Anatolia Region. It is seen from a survey study that among the main problems in the structure of the region's education are the lack of infrastructure and teaching staff, together with the tradition of custom, belief, the lack of quality and security issues were taking place. In Turkey, especially when the state is trying to provide development through planning tool, while planning it is important to consider the amount of qualified manpower in the region.Keywords: Economic Development, Underdevelopment, Human Capital, Southeastern Anatolia Region
