The analysis of the security community concept: The example of the integration process of Montenegro and European Union

The aim of this study is to generate a framework for the concept of the security communities. This study which is entitled as ?The Analysis of the Security Community Concept: The Example of the Integration Process of Montenegro and European Union? discusses the birth of the concept of security communities and its development, the new approaches and the novelties to the security communities concept, its field of application, examples and its relations with its neighbors. In this context, the European Union has been taken as an example of successful security community. Beside the process of constructing the European Union, the investigation of its relationship with neighbors, especially with the Western Balkan region; the most important of all the analysis of the example of the Montenegro and European Union integration process have been carried out in this study. As a method of this study we have been use the review of literature, reading and analysis methods.Among the most important results obtained in the context of this study is that security communities are socially constructed. The other result obtained is that the security communities, using the policies of socialization and social learning, can change the foreign policy behavior of the states with which interacts. Beside this, in the cases where the intensive flow of transactions and communications exist between states, it can change the social structures of the states to the direction of the dependable expectations of peaceful change. We researched the integration process of European Union in the point that the most of security communities has been emerged after the situations where war or conflicts existed. In this regard we analyzed the policies in the example of the Western Balkans. During our research of the integration process of Montenegro and the European Union we come to the conclusion that Montenegro has been recorded an evident progress and changes in its democratic structure, economic and political issues and also in its social structure. The rapidly transformation of the social structure of the country that has been passed through the intense atmosphere of war and conflicts during the 1990?s, can be only explained by the concept of the security communities. All those changes and progress in the social structure of Montenegro are the result of the density of the mutual transactions and communication between the European Union and Montenegro.
