These are the books in which the edicts of the Ottomans were recorded after obtaining the approval of the sultan on the issues agreed in the Divân-ı Hümâyûn. Divân-ı Hümâyûn, is the high-level decision-making center of the Ottoman Empire. Here political, social, military, legal and economic affairs were discussed and decided.
