Abstract (EN)
Hallyu, which is expressed as a Korean wave, is not a concept that was created out of nowhere. It has a story, a historical context, a pattern of meaning that mediates to Show them ultidimensional and multifaceted phenomenon it refers to. Starting from the 1960s, South Korea has carried out in frastructure studies by following a systematic technology and science policy. In the same period, the country established a public research and development center by focusing on research and development in order to expandits technology capabilities. There alinnovations started with the democratization process that tookplace in 1997, especially in cultura policies. During this period, important policy changes were experienced and cultural products became a tool of development by being supported by state policy. Contrary to theclassical cultural policies of the countries, the South Korean government has implemented a widevariety of cultural productions, from film and television to pop music, digital games, fashion, traditional food, Korean and creative content. With the existence of K-pop phenomenon "Hallyu" stars and the spread of social media platforms, a new "Hallyu" reality has emerged. In thisnew "Hallyu", the production of the industry covers all media and the content is increasing in social media throughusers. Turkey met Hallyu for the first time on TRT screens in 2005 through Korean TV series. The romantic comedy series called "Prince of Dreams", which is the second TV series broad castby TRT, was broadcast during the summer vacation, causing a large part of the followers to be students. Hallyu is a new phenomenon in Europe, but Hallyu wind shave started to blow wider and stronger in Turkey. Many young people in Turkey now prefer to watch Korean dramas, listen to Korean music and use Korean cosmetics. The importance of this research; South Korean popular culture has undergone an image change in recent years and is trying to continue its activity through Korean Music (K-pop). Along with globalization, mass mediaca used the rapid spread of Korean cultural products all over the world. This massive spread led to significant interaction among K-Pop fans and for them to develop a new language of communication among themselves. The fact that there has not been enough academic work on the K-pop fan base, which spreads over a wide area in Turkey, has revealed the importance of the subject of this thesis.
