Abstract (EN)

Hospitals, one of the oldest organizations through the historical development are one of the typical complex organizations of today. Since some features enhance the importance of hospitals, they should be dealed with and managed by the scientific management approach.There are some managerial and organizationai problems in hospitals. Turkish Health System creates some problems for hospitals which are its subsystem. The disorder in patient conveyor chain, the insufficient infrastructure and personnel and their imbalence distributions, the absence of an effîcient control pnd evaluations mechanism and the insufficient resources are some of those problems.Furthermore, there are another organizationai problems like not benefıtting from labor specilization and expertness sufflciently, the imbalances between authority and responsibility, the uncertainity of job descriptions and relationships, the absence of participations to the management, the organizationai conflict and the problems due to the matrix structure.Solution of management problems in hospitals, managers have an understan-ding of scientific management, task management at all levels of the health system and implement their structures are possible thanks to a stable health care management policies.Keywords: Health, Health Enterprises, Management, administrator.
