This portal is developed for a foundation which in-service training is provided in classroom in order to provide in-service training by using distance education in this study and the developed portal is put into practice to staff who works in airports, the results are evaluated statistically.It is constructed a new structure in way of preparing questionnaires, exams and evaluating of results of the exams in developed original portal. The portal is prepared by using PHP programming and javascripts codes are used in some situations if it is necessary. MySql is preferred as database management system.Research sample contains 33 staff who works in Meteorology.For the purpose of evaluation the perspective of foundation staff to the portal and the users? adequacy of internet, ?Internet adequacy level questionaire? and ?web-based instruction attitude scale? which are valid and reliable are carried out, obtained datas are explained by analyzing with result tables and graphics after the usage of the portal. Oneway Anova, independent samples t-Test and paired samples t-Test methods are used in datas?analysis. In addition, for the purpose of learning users? opinions to the portal ? Attitude questionnaire to the portal using? and ?Opinions about the portal? which consists open-ended questions to learn their opinions related to the portal are carried out.It is determined that airport staff has positive attitude against web-based teaching according to the analysis results which belong to ? web-based instruction scale?. The portal has not made change about staff?s attitude against web-based teaching. Analyzing results which belong to internet adequacy level questionaire has showed that the staff has internet adequacy. The portal has made changes staff?s internet adequacy level.Airport staff looks positive to in-service training via distance education. the prepared portal is well-done for its aspects of ease of use and meeting need, it is looked positive to use in foundation.
