Operational efficiency measurement at airports: An application in selected airports

Abstract (EN)

Today, with the technological advancements, the use of air transportation mode is increasing day by day. The importance of airports which are one of the most important shareholders in air transportation mode is increasing. The intensive use of airports led to capacity problems. To solve these problems, airport managers did some studies to use airports more efficient and productive. The evaluation of airports which requires high amount of investment only with regard to finance is not sufficient in comparing airports' productivity. Airports should be evaluated with operational aspects in order to sustain airport activities efficiently and productively. In this study, firstly, performance and performance measurement systems were explained in details and then, how performance measurement are done at the airports were explained. In the third part, models which are used in the data envelopment analysis were mentioned and which models were utilized. In the last part of the study, 20 airports among the biggest 25 airports (Airport Council International 2014 ranking) with regard to passenger numbers and 3. Airport in İstanbul Which will be operational in the first part of 2018 were analyzed with data envelopment analysis to reveal effectiveness measurement. In practice, 6 inputs and 3 outputs were included in the analysis. Due to high numbers of airports, Deap program was utilized. In practice, CCR and BCC models which belong to basic data envelope analysis were utilized. According to CCR model, 16 airports were evaluated as efficient and 4 airports were evaluated as inefficient. According to BCC model, 16 airports were determined as efficient and 4 airports were determined as inefficient. After that, to make inefficient airports into efficient airports, reference airports were determined. Lastly, how much the increase and decrease in input and output variables were determined to make inefficient airports into efficient airports.
