Abstract (EN)
This research consists to apply the theory of liberalism in the framework of economic cooperation between Indian Ocean countries and Turkey. If we compare the relations of this region with that we called big countries such as France, England and China, the relation between the both regions is quite new. In this study, we will focus on the Turkey's potential role in the economic and social development of the Indian Ocean Countries. In that case the study gives importance of presentation of useful information related to this topic and gives advice to the development of relations between the two regions. The Indian Ocean countries concerned by this study (Madagascar, Mauritius, Comoros and Seychelles) are continuing their relations with Turkey since a long time. Turkey's relations with the African and the Indian Ocean countries particularly accelerated after the end of the cold war. Overall, Turkey's foreign policy is advancing rapidly since 2003. Since 2005, Turkey- Africa relations got to his biggest success, becoming one of the topics of discussion and research. In 2010, Turkey has opened its embassy in Madagascar in the order to strengthen its relation with the Indian Ocean countries. The facts that Africa faces in generally is that every country from all four corners of the world cooperates with Africa and especially with the Indian Ocean region to overcome the global's major challenges such as global peace and combating poverty,... However, Gross Domestic Product (GDP) growth and social index level of Indian Ocean countries are growing very slowly. The region has a strong economic potential and is in close cooperation with the International Monetary Fund (IMF), the World Bank and other donors. However, despite all its strengths, this region remains economically and socially vulnerable. Turkey was at the same level in the years of 50s but it's currently the 17th position in the world economy. Turkey is experiencing an economic leap away from the Indian Ocean region. In this context and taking into account of Turkey's foreign economic policy in Africa, economic policies of the countries and our expertise in the economic environment of the Indian Ocean region, we will conduct a study on the importance of Turkey for the economic and social development of the Indian Ocean region.
