Abstract (EN)
The research based on the hypothesis that, there are certain common aspects in constitutional implementations of developed states and those aspects are based on the separation of powers. Multidisciplinary dimensions have created a limitation problem. With the presumption and perspective of concept of separation of powers offered the possibility of limiting the research. In the first chapter, we wanted to see the bases of democracy culture and separation of powers by examining Turkey's history of constitutionalism. In the second chapter, we aimed to identify the definitions of the concepts of state, democracy, separation of powers and aimed at determining the appearance of government systems in modern states. In the third chapter, the constitutional practices of modern countries (France, Germany, Russia, England and USA) examined to determine the highlights of the government systems of these countries. In the fourth chapter, it's tried to indicate some proposals for Turkish Constitution. Briefly, constitutional proposals tried to make in order to raise Turkey's constitutional democracy and fundamental rights.
