Transfer of convicts

The topic of transferring the convicts is a subject that should be studied in Turkish and International Law, and a concept which includes not only transferring the convicts but also transferring the people in the same condition except from its contents. In fact , convicts can be transferred to another establishment in the event of their willingness or transferring in mass , dicipline , security or public order , illness ,education ,the place of criminal or judgement. Besides , the rehabilitation of the convicts and the humanistic considerations are accepted as effective concepts in the forming of the concept of transferring when it comes into question in the context of the International Court.Because there is a strong relation between convicts and human rights , it exists as an obligation that the transferrings should be done in an appropriate way for human rights.The problems which occurs during the execution of arrestment judgements which are brought out for transferring the people to the courts which published arresting order about them take part in our work in the aspect of human rights concept.Key Words :1.
